An integrated campus life and activities hub, designed with frugality and profitability,
directly adjoining the 78-bed CETI Koupéla residence.
A targeted investment to provide CETI with a complete, profitable campus life hub
The project aims to create a campus life and activities hub directly adjoining the new 78-bed CETI residence. Designed with frugality and profitability in mind, the facility is sized to accommodate a maximum of 100 people in simultaneous use.
This complex addresses an essential need: providing resident learners with a complete living environment — dining, leisure, sports, culture — without leaving the campus, fostering concentration, well-being and academic success.
Backed by Naam Invest Group and officially supported by the Ministry of Secondary Education, Technical and Vocational Training, this project is a structuring investment with major social and financial impact.
Optimised design to maximise value within a controlled budget of 25.9M FCFA excl. VAT

Large multifunctional hall available for hire (2 rentals/month at 100,000 FCFA): conferences, training sessions, ceremonies.
Modern, hygienic sanitary facilities serving the complex's residents and visitors, meeting international standards.
Space dedicated to cultural and artistic expression, with ticketing for 2 events/month generating 720,000 FCFA/year.
Outdoor and/or covered sports facilities for daily practice by residents — essential for well-being and community cohesion.
Green spaces and outdoor amenities creating a pleasant, inspiring living environment that enhances the entire CETI campus.
Budget optimisation: The initially planned swimming pool was removed from scope to maintain a controlled budget and improve overall project profitability.
Projected annual revenue: 23.08M FCFA — Operating costs: 15.69M FCFA
A solid investment opportunity with predictable returns and controlled risk management
Three projections based on campus activity levels
Low occupancy rate, low facility footfall. Sparsely populated campus, rare events. Breakeven reached with delay.
Base calculation scenario. Campus at normal capacity (78 residents), regular use of all facilities. Reference scenario.
Full campus, strong external demand for hall and restaurant, frequent cultural events. Possible expansion to other campuses.
4 to 5 months maximum after funding approval
Funding approval, selection of local contractors, priority material orders and site setup.
Earthworks, foundations and masonry for the restaurant (Lot A) and multipurpose hall (Lot B). Simultaneous works on both priority lots.
Roofing, joinery, plumbing, electrical. Construction of restroom block, theatre and sports area structures.
Interior finishes, kitchen equipment installation, sound system, furniture. Outdoor landscaping.
Testing and inspections, staff training, official handover and complex opening for CETI residents.
Overall risk level: medium — mitigation strategies embedded from design stage
Priority sourcing from local suppliers to reduce lead times, minimise transport costs and support the Burkinabe economy.
Strict budget cap with performance bonds for contractors. Contingency reserve built in. Weekly expenditure tracking.
Performance bonds for all contractors. Independent technical supervision and interim acceptance at each lot completion.
Prudent scenario based on 55 meals/day (71% of max capacity). Diversified revenue streams to secure minimum profitability.
Official support from Ministry of Education. Integration into the national vocational training strategy. Naam Invest Group partnership.
Tight 4-5 month schedule with weekly milestones. Contractual penalties for delays. Local contractors selected for responsiveness.
